The cooling system reduces temperature because if the generator overheats it will start loosing health. Depending on how much energy is being consumed the generator will get hotter, so if there is a huge load ( many blocks are powered simultaneously ) the cooling system is not going to do much of a difference, but usually it does reduce the temperature from a meltdown to overheat. As for the -2000 degrees celsius, there is a bug with the way that the game calculates the generator temperature that sometimes causes it to go negative. I tried fixing it, but I didn't have much time left and the bug doesn't occur very often so I just moved on to finishing the game. In this case the temperature was 2000 celsius. the objective of the game is a bit unclear, and i just turn on the main block, and thats it.
